Technical Project Delivery Manager (Resource Management System)
Duration: 12 Months
Rate: £500 - £600 per day (Negotiable)
Location: South Wales & remote (hybrid working)
IR35 Status: Inside

We require a Technical Project Delivery Manager who possesses previous experience deploying a new resource management framework and system - *this is essential*
You will lead the end to end set up of a new resource management system and support technical project delivery initiatives. You will possess technical expertise together with a proven track record of delivering complex projects in high demand environments.
Responsibilities include:
- Architect design and implement a resource management system from the ground up, tailored to organisational needs
- Lead planning, and execution across relevant platforms and systems
- Collaborate with internal key stakeholders to gather requirements and ensure alignment with operational goals
- Identify and mitigate risks related to migration, integration, and system setup
- Ensure project milestones are met within scope, time, and budget
- Provide documentation, training, and handover support to ensure sustainable operations post-implementation
- Track and report on resource utilisation, availability and performance
This initiative represents a ground-up transformation of how resources are managed, tracked and coordinated across ICT, and you will play a pivotal role in designing, developing, and implementing a comprehensive framework that addresses both strategic planning and day-to-day delivery of Change and Project deliverables.
Key activities will include:
Framework Design:
- Define and document resource management principles, workflows, governance, and reporting structures
- Engage with key stakeholders to understand delivery needs and translate them into actionable framework components
- Establish policies for resource allocation, demand forecasting, capacity planning, utilisation tracking, and escalation procedures
- Process Development:
- Create standardised processes for onboarding, assigning, and tracking resources across projects and workstreams
- Integrate delivery management practices to ensure visibility across priorities, timelines, and resourcing conflicts
- Design operational rhythms and review cycles to support continuous improvement and responsiveness
- Technology Assessment & Selection:
- Identify, evaluate, and recommend a fit-for-purpose system that aligns with organisational goals
- Ensure the platform supports end-to-end visibility of resourcing data, delivery performance, and analytics
- Collaborate with IT and business teams to plan for system configuration, data migration, and user adoption
- Implementation & Roll-Out:
- Lead or support the system rollout, including pilots, testing phases, training, and communications
- Monitor performance and adapt the framework as needed based on real-world usage and feedback
- Build out (Design, Develop and Produce) documentation and training materials for smooth handover and long-term sustainability
Essential Skills & Experience required:
As the Technical Project Delivery Manager you will have:
Strong experience designing and deploying resource management systems *essential*
- Proven ability to deliver technical solutions in fast-paced, high-pressure environments
- Familiarity with security, compliance, and scalability considerations during migration
- Excellent communication and stakeholder management skills
- Experience working within project delivery frameworks such as Agile or Waterfall
Desirable Qualifications
- Relevant certifications (Prince 2, Agile, Risk Management, PMP, ITIL)
- Experience within resource management and scheduling, Technical Programme and Project delivery
This role will sit within the Clients Programme Office and will report into the Head of Technical Programme Office/Programme Manager
